Tobacco or cigars imported before the embargo — called Pre-Castro if imported before 1959; Pre-Embargo before 1962 — can still be legally sold in the United States. Moldy cigars should be thrown away. Be sure you do not confuse mold with plume. Mold usually indicates a humidor is too warm or has excessive levels of humidity.
